Sen. Harris

SPRINGFIELD – Those at risk of peripheral artery disease will soon have medical screening covered by insurance thanks to a new law championed by State Senator Napoleon Harris III.

“Early intervention can be lifesaving for those with PAD,” said Harris (D-Harvey).  “This law will increase the number of early intervention cases by eliminating financial hurdles to receive screening.”

Peripheral artery disease is a dangerous condition where the arteries outside the heart and brain become narrowed or blocked, restricting blood flow to the limbs, most often the legs. Studies have shown that African Americans are disproportionately affected by PAD, with nearly one in three Black adults developing the condition, compared to approximately one in five Hispanic or white adults.

Senate Bill 1418 ensures individuals who are at high risk for PAD have coverage for medical screenings that can lead to early intervention and better management of the disease. Early detection of PAD is proven to reduce complications and improve quality of life.

“This is a victory for the Black community which has seen systemic barriers to health care access and disproportionate cases of PAD,” said Harris. “I will continue fighting for legislation that makes health care accessible for all Illinoisans.”

Senate Bill 1418 was signed into law on Friday, and goes into effect Jan. 1, 2027.
